The European Union will provide additional humanitarian assistance to Ukraine and Moldova worth EUR 83 million to overcome the consequences of Russian aggression and alleviate the situation of displaced persons.

"Today, the European Commission announced the allocation of 83 million euros of humanitarian aid to support the victims of Russia's aggressive war against Ukraine in 2024. Russia has been carrying out targeted attacks against Ukraine's key energy and civilian infrastructure, including hospitals, schools and energy networks, which is severely damaging people's access to basic social services. This new funding comes at a crucial time," the statement said.
Of the €83 million in humanitarian funding:
€75 million has been earmarked for humanitarian projects in Ukraine to provide emergency assistance, including access to basic needs such as shelter, protection services, clean water, education and healthcare. At the heart of the EU's humanitarian strategy in Ukraine today is the protection of people affected by the war, especially those living near the frontline.
EUR 8 million is being allocated to humanitarian projects in Moldova that provide targeted assistance to the most vulnerable, including humanitarian cash assistance for basic needs, protection and health.
Including the new funding announced today, the European Commission has committed a total of €926 million to humanitarian assistance programmes for civilians affected by the war in Ukraine following Russia's invasion in February 2022. Of this funding, €860 million was allocated to humanitarian programmes within Ukraine and €66 million to support refugees who fled to neighbouring Moldova.
The European Commission estimates that more than 14.6 million people in Ukraine are currently in need of humanitarian assistance.
EU humanitarian aid, which has been present in Ukraine since 2014, is operating across the country, focusing on hard-to-reach areas near the frontline in the eastern and southern regions.
In the wake of Russia's ongoing military attacks against civilians and civilian infrastructure, the European Union is committed to fighting impunity in Ukraine by supporting relevant international investigations into violations of international humanitarian law and war crimes.
The EU has mobilised all available resources to provide emergency assistance to Ukraine.
