Germany Drafts Classified Defense Plan as Hybrid Attacks Intensify
Germany has drawn up a classified contingency plan to prepare the country for a potential armed conflict.

According to the report, German military planners assess that a growing wave of hybrid threats – including cyber operations, espionage, and attempts to manipulate public opinion – fits scenarios outlined in the confidential document.
These activities, attributed largely to Russia, are no longer viewed as isolated pressure tactics but as elements of a possible pathway toward military escalation.
The plan reportedly details how Germany would organize national defense in the event of conflict, with a particular focus on its central role in NATO logistics. Berlin is expected to serve as a primary transit hub and operational base for Allied forces moving to reinforce exposed front-line states, reflecting heightened threat perceptions following Russia’s full-scale invasion of Ukraine.
German officials involved in the planning warn that, in such a scenario, the country itself would become a priority target for long-range strikes. Potential attacks could be directed not only at military facilities but also at civilian infrastructure critical to transportation, energy supply, and communications.
A key objective of the plan is to synchronize civilian authorities and the armed forces to ensure rapid decision-making and continuity of operations. The document emphasizes that hybrid measures, once treated as background pressure, are now integrated directly into Germany’s military threat assessments.
