Denmark is closing 2025 as Ukraine’s largest international supporter relative to national economic output.

The Gaze informs about it, referring to a post made by the Embassy of Denmark in Ukraine.

“As 2025 is coming to an end, we would like to reflect on one result we are especially proud of. Measured relative to GDP, Denmark remains Ukraine’s largest donor, according to the Kiel Institute. This reflects Denmark’s strong commitment to solidarity, responsibility, and standing with Ukraine – today and for the future,” the statement reads.

Denmark ranks first globally in assistance to Ukraine with total support amounting to roughly 2.9% of GDP. Copenhagen has emphasized that its support for Ukraine is not limited to short-term battlefield needs but is increasingly focused on structural and industrial cooperation. 

That approach was reinforced in November, when the Danish government approved the country’s 28th military aid package for Ukraine, worth 1.4 billion Danish kroner ($217 million), according to the Ministry of Defence.

The package also includes more than 370 million kroner for the purchase of U.S.-made weapons for Ukraine, alongside 80 million kroner earmarked for fuel supplies to be procured through the NATO Support and Procurement Agency.

A central element of support is expanded financing for the Danish model, which channels funding directly into weapons production inside Ukraine. An additional 100 million kroner has been allocated to this mechanism, reflecting Denmark’s growing emphasis on strengthening Ukraine’s domestic defense industry rather than relying solely on external deliveries.

Over the course of 2025, the Danish model has increasingly been cited by officials in Kyiv and allied capitals as a blueprint for other partners. Several countries have followed Denmark’s lead by contributing financially to Ukrainian defense production, reinforcing Ukraine’s industrial capacity while accelerating delivery timelines.

Looking ahead, Danish-Ukrainian cooperation is set to enter a new phase. Ukrainian officials say the partnership is shifting from a “Build in Ukraine” framework to a “Build with Ukraine” model, under which Ukrainian weapons systems are expected to be manufactured on Danish territory in the near future.

As The Gaze reported earlier, Ukrainian military specialists currently stationed in Denmark have demonstrated advanced drone interception tactics during a live training exercise aimed at enhancing air defense cooperation with NATO partners.
