Kallas: EU Preparing Additional Winter Support and Justice Funding for Ukraine

The European Union will allocate an additional €100 million to help Ukraine get through the coming winter and will fund new justice initiatives to hold Russia accountable for its war. 

The Gaze reports this, referring to European Pravda, citing EU foreign policy chief Kaja Kallas.

Speaking at a joint press conference with Ukrainian Foreign Minister Andrii Sybiha, Kallas said the EU had already mobilized €800 million for Ukraine’s winter support and was preparing another package focused on energy resilience and humanitarian needs.

“We are working on an additional €100 million for generators, shelters, and cold-weather equipment,” Kallas said.

EU foreign policy chief added that Russia is now trying to compensate for its failures on the battlefield with “terrorist attacks against civilians and Ukraine’s energy infrastructure.”

She accused Moscow of trying to make up for battlefield losses with “terrorist attacks on civilians and Ukraine’s energy infrastructure.”

Alongside humanitarian assistance, Kallas announced that the EU would allocate €10 million to establish a Special Tribunal on the Crime of Aggression to prosecute Russia’s leadership for launching the invasion of Ukraine.

“Russia’s leaders bear responsibility for this war. There would be no war crimes if there had been no crime of aggression. No one should escape justice for the atrocities committed,” she said, calling the deportation of Ukrainian children and widespread sexual violence “among the darkest chapters of Russia’s war.”

Kallas also pledged an additional €6 million to support children deported by Russia and victims of sexual violence, ensuring they receive psychological, legal, and social assistance.

The EU’s top diplomat emphasized that Europe’s backing for Ukraine remains steadfast as the bloc prepares for a difficult winter and intensifying Russian attacks on critical infrastructure.
