Trump Administration Pushes New Plan for Ending Ukraine War
Proposal is likely to face strong opposition from Ukraine

The administration of US President Donald Trump has developed a 28-point ‘peace plan’ that calls on Ukraine to make significant territorial concessions to Russia and abandon its demands for the introduction of peacekeepers to prevent future attacks by the Russian Federation. Kyiv is also required to abandon its bid to join NATO ‘for at least several years.’
This is reported by The Wall Street Journal, citing unnamed American officials.
In particular, the document provides for the transfer of the entire eastern part of Donbas, including unoccupied territories, to Russia. In return, Moscow promises not to attack Ukraine or other European countries and will enshrine this promise in legislation.
Trump allegedly supports the plan, which emerged after he instructed his aides to develop new proposals that include incentives for both sides to achieve a ceasefire. To speed up the conclusion of the agreement, Washington is counting on Russia's desire to revive economic relations with the West and Ukraine's need for money for reconstruction.
However, Europe has long argued that concessions to Russia's main demands would seriously undermine Ukraine's sovereignty and security. This plan contradicts the position that Kyiv and Trump's allies have been insisting on, namely that Ukraine should not unilaterally cede any territory controlled by the Ukrainian Armed Forces.
Analysts point out that forcing Ukraine to leave Donbas, where it is putting up the strongest resistance to the Russian offensive and still controls important strategic positions, will facilitate the Russian army's advance into other regions of the country.
The Trump administration has not specified what guarantees the US and its allies will provide to Kyiv. In August, officials said that Washington could provide air support and other indirect assistance to European ‘security forces’ that would be deployed in Ukraine after a peace agreement was reached to prevent future Russian attacks.
Russia is categorically opposed to the participation of these peacekeeping forces. Under the new plan, their deployment in Ukraine should be ruled out.
European allies were surprised by reports of this plan. German Foreign Minister Johann Wadephul told reporters that his country had not been briefed on the details of the proposal. Various officials said the concept contained many elements that were on the Kremlin's long list of demands and were considered unacceptable.
While European officials have publicly expressed concern about the plan, US Secretary of State Marco Rubio called it an ‘exchange of serious and realistic ideas’ rather than a diktat that Washington is trying to impose on both sides. ‘To achieve lasting peace, both sides must agree to difficult but necessary concessions,’ Rubio wrote on social media. ‘That is why we are developing a list of potential ideas to end this war based on proposals from both sides of the conflict.’
