Ukraine Adopts Law Enabling Free EU-Wide Mobile Roaming

Ukraine has taken a significant step toward deeper digital integration with the European Union. On June 2, President Volodymyr Zelenskyy signed legislation aligning the country’s telecommunications regulations with the EU’s “Roam Like at Home” (RLAH) initiative, paving the way for Ukrainian mobile users to enjoy free roaming across all 27 EU member states.
The Gaze reports on this with reference to the post of Minister of Digital Transformation Mykhailo Fedorov’s, who hailed the law as a “milestone toward Ukraine’s full participation in the EU Digital Single Market.”
Once the law comes into full force, Ukrainian residents will be able to use their mobile phones within the EU as if they were at home, with no additional fees for calls, SMS, or data usage.
In practical terms, this means a unified mobile tariff for both Ukraine and EU countries, seamless communication while traveling throughout the EU and enhanced consumer protection and improved quality standards through expanded regulatory oversight.
“The adoption of this law removes one of the key barriers to full digital integration,” Fedorov said. “It not only benefits citizens but also fosters deeper cooperation between Ukrainian and European telecom operators.”
Before implementation, Ukraine must undergo a technical assessment by the European Commission and receive a formal decision granting it access to the RLAH framework.
The legislation is part of Ukraine’s broader digital transformation strategy, which has continued to advance despite the ongoing war. In parallel, the Ministry of Digital Transformation is collaborating with the WINWIN AI Center of Excellence and the private sector to build a national large language model. The project aims to strengthen AI infrastructure for both government services and business applications, improving efficiency and innovation across sectors.
