Zelenskyy Urges International Partners to Restrict AI Technology Exports to Russia

Ukrainian President Volodymyr Zelenskyy has called on international partners to prioritize advanced technologies—especially artificial intelligence (AI)—within their export control regimes, citing the threat of AI integration into Russian weaponry, The Gaze reports, citing Ukrinform.
Speaking at the Fair Play conference on implementing additional sanctions against Russia, Zelenskyy stressed that, beyond economic sanctions, the global community must act to prevent Russia’s military use of cutting-edge technologies.
“We must already begin working to ensure that advanced technologies are included by partner states as a priority area of export control. In particular, in the field of artificial intelligence. Because artificial intelligence is being increasingly integrated into weapons,” Zelenskyy said.
He emphasized the urgent need to restrict the transfer of ready-to-use AI models that Russia could employ for military purposes.
“There should also be restrictions on the supply of tools and services for training artificial intelligence. This includes cloud services, high-performance computing hardware, and specialized datasets, such as commercial satellite imagery,” he added. “Our sanctions work must be absolutely specific in every direction.”
Zelenskyy’s remarks underscore Ukraine’s growing concern that Russia is exploiting emerging technologies—including AI—to enhance its battlefield capabilities and circumvent existing export restrictions. Kyiv is urging its allies to tighten controls in sectors beyond traditional military exports to prevent escalation and protect global security.
