Ukraine and Council of Europe Strengthen Cooperation on Social Reforms
Ukraine and the Council of Europe are strengthening cooperation to implement social reforms and support vulnerable groups.
The Gaze reports on it, referring to the Ministry of Social Policy, Family, and Unity of Ukraine.
Denys Ulyutin, Minister of Social Policy, Family, and Unity, met with the Head of the Council of Europe Office in Ukraine Maciej Janczak to discuss the priorities of the partnership in the social sphere for the coming years.

The central topic was the implementation of the Social Code of Ukraine, which should make the social support system more understandable, transparent, and fair, defining citizens' rights to assistance and state guarantees. The Council of Europe confirmed its readiness to provide expert support in developing the Code in accordance with European standards.
“The Social Code will help people clearly understand what support they can count on and how to get it. This is a transition to a modern model, where the focus is on people and their needs,” said Ulyutin.

During the meeting, they also discussed continuing support for internally displaced persons, people with disabilities, and those affected by the war, as well as combating gender-based violence.
Particular emphasis was placed on developing psychosocial support for veterans, military personnel, and children who have experienced trauma, and improving approaches to juvenile justice.
“The Council of Europe strongly supports Ukraine in these difficult times. We value our fruitful cooperation with the Ministry within the framework of the current Council of Europe Action Plan for Ukraine,” said Maciej Janczak, Head of the Council of Europe Office in Ukraine.
The parties agreed to continue working together on social reforms, expand support for vulnerable groups, and jointly build a system focused on the needs of people in difficult times of war.
As The Gaze previously informed, Ukraine has obtained €170 million in funding from the Council of Europe Development Bank (CEB) to strengthen housing and recovery programs for families affected by Russia’s war.
