Ukraine has confirmed its readiness to attend the next round of direct negotiations with Russia in Istanbul on June 2, but is urging Moscow to submit its ceasefire proposal in advance to avoid an unproductive meeting.

The Gaze reports on this with reference to Ukrainian Defense Minister Rustem Umerov’s post on social media platform X.

Rustem Umerov, who heads Ukraine’s negotiating team, stated that Kyiv had already presented its ceasefire position following the recent round of talks in Istanbul. Umerov emphasized that Ukraine is fully committed to an unconditional and comprehensive ceasefire, as well as meaningful diplomatic efforts.

“We are prepared for serious engagement, but we expect the Russian delegation to deliver their memorandum outlining their ceasefire stance before the next meeting,” Umerov said. “Only a well-prepared session can meaningfully advance peace.”

Umerov recalled that Russia had pledged to submit its proposals after a large-scale prisoner exchange, which concluded on Sunday with a 1,000-for-1,000 exchange. He accused Moscow of delaying the process and warned that stalling could jeopardize the effectiveness of the upcoming round.

Foreign Minister Andriy Sybiha echoed the defense minister’s demands, stressing that Ukraine expects Russia to act in accordance with previous agreements. “We urge the Russian side to immediately send their memorandum as promised. Any delay undermines the prospects for real progress,” Sybiha said.

Russian Foreign Minister Sergey Lavrov announced on Wednesday that Moscow proposes to deliver its ceasefire plan only during the face-to-face talks in Istanbul. In a statement released by Russia’s Ministry of Foreign Affairs, Lavrov said the document reflects Russia’s position on resolving what it calls the “underlying causes” of the war it initiated.

Lavrov’s remarks also signaled a clear rejection of further negotiations in Switzerland or the Vatican – venues favored by Western partners for their neutrality. Citing cultural reasons, Lavrov claimed these locations were not suitable for “two Orthodox nations.”

Russia has yet to officially submit its proposals on a ceasefire, leaving Kyiv uncertain about the seriousness of Moscow’s commitment.
