Unfortunately, these times demand respect only for strength, not for values. Because if we were talking about fairness and values, about respect for international law, the Russians should have been condemned from the very beginning, more than ten years ago, for their invasion of Ukraine’s sovereign territory. That did not happen; it remained only rhetoric.
That is why today we want to prevent the war from recurring after a ceasefire. And that is why legally binding security guarantees are essential. Not the Budapest Memorandum, but legally binding guarantees.
In the case of the United States, this is exactly what our consultations are about. When they say there would be something mirroring NATO’s Article 5, we understand how the United States must respond in the event of renewed aggression by Russia. And let me emphasize once again that it is important for us that this be supported by the U.S. Congress.
