Zelenskyy Unveils Ukraine’s Concept of Security Guarantees

Ukraine has shared with its partners a comprehensive vision of security guarantees, emphasizing the need for sustained financial aid and defense commitments to strengthen long-term protection.

President Volodymyr Zelenskyy confirmed that his initiative on security guarantees for Ukraine involves the participation of countries that have voluntarily joined the so-called Coalition of the Willing.
According to him, this involves approximately 30 countries. Ukraine plans to discuss with each of them what kind of assistance they are actually able to provide.
Zelenskyy emphasized that Kyiv realizes that the contributions of different countries will vary in both scale and content.
"Some will probably be ready to talk about presence, some will talk about intelligence, some about the sea, some about air security. Some do not have constitutional rights and have the opportunity to finance production,“ he said.
French President Emmanuel Macron also noted after the meeting that the main outcome of the talks at the White House was an agreement between the US and allies from the Coalition of the Willing to work together on the content of security guarantees for Ukraine.
“Today, it was agreed that we will work with the United States of America on the content of these security guarantees and the cooperation that each party is prepared to provide,” Macron said.
Among other things, on Monday, President Zelenskyy expressed his vision of security guarantees for Ukraine, dividing them into two components: financial and material, and security commitments.
The financial component includes cash injections that Ukraine will need for a long time to maintain security at the necessary level, although the issue will ultimately be decided with partners.
The second element of the financial component of the security guarantee is a package of American weapons that Ukraine does not produce.
"This includes aircraft, air defense systems, and so on. There is indeed a package with our proposals worth $90 billion," Zelenskyy said.
Another important aspect that the Ukrainian President drew attention to concerns the agreement with the United States. After opening exports, Washington will purchase Ukrainian drones, which will give impetus to the development of domestic drone production.
In addition, Ukraine has shared with its partners its vision of security guarantees — how they should function and what forces will be involved in defending the country in the event of renewed aggression. At the same time, the President refrained from giving specific details.
