Albania to Harness ChatGPT for Accelerating Euro-Integration
The Albanian government has decided to leverage ChatGPT for translating a vast corpus of legislative, analytical documents, and legal norms from the European Union into Albanian, expediting the adaptation of national legislation to EU standards. The government has already signed a cooperation agreement with Mira Murati, the executive director of the parent company OpenAI, who is also of Albanian descent, as reported by Euractiv.
Albanian officials plan to use ChatGPT both for translating necessary documents into Albanian and for conducting a detailed analysis of where and how changes need to be made in Albanian legislation. Additionally, they intend to use ChatGPT to analyze the impact of these changes within the country, a task that typically requires considerable time and effort from multiple experts.
Prime Minister of Albania Edi Rama stated that this initiative will allow them to do away with the "army of translators and battalion of lawyers, costing millions of euros," thereby accelerating the country's Euro-integration process.
The Prime Minister also shared that initially, Murati perceived his proposal as a joke, but later agreed, leading to the establishment of a joint working group between the company and the National Agency for the Information Society.
"I heard a friendly voice and dared to ask her for help to prepare Albania for EU membership more quickly. She laughed and thought I was joking," said Edi Rama about the negotiations with Mira Murati.
In the near future, Edi Rama plans to present this project at the EU summit in Brussels.
Although Albania has had candidate status for EU accession since 2014, progress in the country's Euro-integration has been complicated over the years, particularly due to synchronization issues with North Macedonia. Despite prolonged negotiations, Albania's EU membership is supported by 97% of the population, making Albania one of the most pro-European countries on the continent.
In late September, The Gaze reported that during the 78th session of the United Nations General Assembly in New York, following a meeting between Ukrainian President Volodymyr Zelensky and Albanian Prime Minister Edi Rama, Albania declared its adherence to the G7 declaration on "security guarantees" for Ukraine ahead of its NATO membership.
