The European Commission has proposed that the EU Council open negotiations on Ukraine's participation in the Govsatcom government satellite communications program and the EU program for secure satellite connectivity.

On October 28, the European Commission officially submitted a proposal to the EU Council to involve Ukraine in key components of the European Union's space program. 

This includes Govsatcom, a government satellite communications system that provides secure and resilient communications, as well as the EU's Union Secure Connectivity Programme. 

Ukraine's involvement in Govsatcom requires negotiations at the level of EU member states and final confirmation of participation through the conclusion of an international agreement in accordance with Article 218 of the Treaty on the Functioning of the European Union (TFEU). 

This initiative is a logical further step in Ukraine's integration into the EU space sector, following the signing in April 2025 of an agreement on participation in such components of the EU Space Program as Copernicus, Space Weather Events, and Near-Earth Objects.

According to European Commission spokesperson Thomas Rainier, this is aimed at strengthening Ukraine's security and competitiveness.

“Ukraine's involvement in Govsatcom will ensure secure space connectivity. This is crucial for Ukraine's competitiveness, for the country as a whole and for its citizens,” Rainier stressed.

He recalled that Ukraine is already fully involved in the EU's defense program, and now “it is time to do the same in the space sector.” 

As The Gaze informed earlier, the Czech Republic has announced the construction and transfer of a modern observation satellite to Ukraine as a sign of support and strengthening of the country's defense and technological capabilities.
