Canada Pledges $1.48 Billion in Military Aid to Ukraine, Rolls Out Largest-Ever Sanctions Package Against Russia

At the G7 Summit, Canadian PM Mark Carney announced an expansive new package of sanctions against Russia alongside a pledge of nearly $1.5 billion in military assistance to Ukraine, marking one of Canada’s most significant support measures since the start of the full-scale war.

Carney confirmed that Canada would deliver more than 2 billion Canadian dollars ($1.48 billion USD) in new military aid to Ukraine.
The package will include drones, helicopters, and ammunition, though specific quantities and timelines were not disclosed.
Canada will also disburse a new loan tranche to Ukraine, drawn from frozen Russian sovereign assets, amounting to over 2 billion Canadian dollars, as part of a broader Western effort to make Russia bear financial responsibility for the war.
Speaking alongside President Volodymyr Zelenskyy, Carney also underlined the need for increased pressure on Moscow, which “continues to refuse meaningful engagement at the negotiating table.”
Canada’s Foreign Ministry described the new sanctions as “the most comprehensive in scope” since Russia’s invasion began.
The measures target 77 individuals and 39 entities both inside and outside Russia involved in sanctions evasion, weapons production, and disinformation campaigns.
A notable feature of the package is the blacklisting of 201 vessels from Russia’s so-called “shadow fleet.”
The sanctions also introduce export bans on nearly 1,000 goods categories, including items linked to chemical and biological weapons, dual-use industrial equipment, and advanced technologies.
Three financial institutions believed to be assisting the Kremlin in evading banking restrictions were blacklisted, as well as 17 individuals involved in Russia’s quantum technology development.
Since 2014, Canada has sanctioned over 3,300 individuals and organizations complicit in undermining Ukraine’s sovereignty.
