Ukraine has emerged as a global leader in the digital transformation of the public sector, according to the World Bank’s GovTech ranking. 

The Gaze reports this, referring to the Ministry of Digital Transformation of Ukraine.

The new GovTech Maturity Index 2025 evaluates the digital capabilities of governments in 198 countries, categorizing them into four groups from A to D. Ukraine’s placement in Group A indicates that the country has implemented the most advanced and effective GovTech solutions.

The ranking is based on average scores across four key areas: core government systems, online service delivery, citizen digital participation, and development drivers. Ukraine demonstrated high results in all these categories, from implementing cloud solutions and registry interoperability to providing convenient online services and actively involving citizens in decision-making.

A key factor in this success was the Diia ecosystem. 

“We combined user-friendly services, real citizen participation in governance, and systemic reforms in the public sector. This enabled Ukraine to join the top league of digital states,” the ministry reported.

On December 4, 2019, the Ukrainian government officially launched “Diia”, the Unified State Web Portal of Electronic Services. The portal was created to replace outdated interfaces and fragmented systems across multiple government websites, providing a single, convenient platform for accessing public services.

Diia allows citizens to receive public services online, submit inquiries, complaints, and petitions, communicate electronically with government authorities, participate in surveys, and access personal accounts linked to official registries. The platform also includes a mobile application, modernizing the delivery of administrative services for easier and more efficient citizen engagement.

Ukraine’s e-governance platform Diia has generated over $4.5 billion in savings for the state and citizens over the past five years. Thanks to digital services, bureaucracy has been reduced, access to public services has been simplified, queues and corruption risks have decreased, and the annual savings from 87 key services amount to 0.7% of Ukraine’s GDP.

A particularly notable innovation is Diia.AI, the world’s first national artificial intelligence assistant for public services, which operates in the Diia portal chat. This achievement set a world record and further confirmed Ukraine’s technological leadership.

As The Gaze reported earlier, Ukraine has climbed 14 positions to rank 40th worldwide in the Government AI Readiness Index 2025.
