Ukraine’s Bet on AI in Public Services Lifts It 14 Places in Global Ranking
Ukraine has climbed 14 positions to rank 40th worldwide in the Government AI Readiness Index 2025.
The Gaze reports this, referring to the Ministry of Digital Transformation of Ukraine.
The index, compiled by UK-based policy consultancy Oxford Insights, evaluates how effectively governments are prepared to adopt, deploy and regulate AI. Ukraine now places among the top ten countries in Eastern Europe for AI development.
Officials highlighted strong performance in service delivery and governance. Ukraine has digitized 99.63% of government services, while 92.25% of its legislation related to digital policy is aligned with international standards. Authorities also reported growing use of AI tools in the defense sector, though details remain limited.
“This year became a turning point for artificial intelligence in Ukraine,” the ministry said in a statement. Key initiatives include the launch of a national AI assistant on the Diia government portal, the start of work on a Ukrainian large language model, and the development of an AI Factory infrastructure to support domestic innovation.
Ukraine has also rolled out a regulatory sandbox aimed at accelerating the testing and deployment of AI and blockchain-based products in cooperation with the private sector and academic institutions.
The Government AI Readiness Index measures countries across multiple pillars, including national AI strategy, digital infrastructure, technological capacity and public-private collaboration. Ukraine’s latest advance narrows the gap with long-established leaders on several indicators, officials said.
The Ukrainian officials have set an ambitious next goal: to rank among the world’s top three countries for the practical application of artificial intelligence in public administration.
As The Gaze reported earlier, Ukraine is launching the AI Factory, the country’s first government-led infrastructure initiative for artificial intelligence development.
