Norway to Help Cover Ukraine’s Winter Gas Deficit and Fund Drone Production

President Volodymyr Zelenskyy announced on Monday that Norway has agreed to support Ukraine in covering a potential €1 billion gas deficit this winter and will also allocate additional funding to support domestic drone production, The Gaze reports, citing Ukrinform.
The announcement followed a meeting between Zelenskyy and Norwegian Prime Minister Jonas Gahr Støre, where the leaders discussed a broad range of support measures, including air defense reinforcement, defense industry investment, and increased sanctions pressure on Russia.
“We discussed issues that are crucial for Ukraine right now. I received a positive signal regarding gas,” Zelenskyy said. “If we have a shortfall in the winter, can we count on a corresponding volume? Today, I received support from Jonas.”
Responding to a follow-up question, Zelenskyy explained: “We agreed to look for ways to close the potential gap, especially if damaged domestic gas production is not fully restored. We’ve already secured half of what we need. I’ll put it this way: it’s about €1 billion.”
President Zelenskyy also confirmed that Norway will provide additional funding for Ukraine’s defense industry—specifically to ramp up domestic drone manufacturing. This follows ongoing efforts by Kyiv to build resilience through self-reliance in critical military technologies.
“We value Norway’s support—our security and defense cooperation, and our coordination in pursuit of a just and lasting peace,” Zelenskyy said. “We are closely examining further opportunities for joint efforts across all dimensions.”
As The Gaze previously reported, Norway has a three-year scholarship programme for Ukrainian authors who are documenting their war experiences. This was discussed during the conversation ‘Support in Action: How Norway is Helping Ukrainian Culture’ at the Book Arsenal in Kyiv.
