Trump’s Foreign Aid Freeze Excludes Military Support for Ukraine, Pentagon Confirms

Donald Trump's presidential decree on a 90-day pause in international support does not affect the military assistance programmes for Ukraine. This was confirmed by the Pentagon to the Voice of America.
‘Security assistance to Ukraine is not subject to the restrictions of the recent foreign assistance order, as it applies only to development programmes, not military support,’ the US Department of Defence said.
This means that the arms contracts for Ukraine under the USAI programme issued by the Joe Biden administration remain in force. Also, Trump's specific executive order does not affect any residual and previously planned arms deliveries from US warehouses under the PDA programme, which was announced by Biden.
As a reminder, on his first day in office, Donald Trump signed a decree on a 90-day suspension of US foreign aid for development programmes. It states that all heads of ministries and agencies responsible for US foreign development assistance programmes must immediately suspend the allocation and disbursement of funds to foreign countries and international non-governmental organisations until such programmes are reviewed for effectiveness and compliance with US policy.
Such a review should be conducted within 90 days of the signing of the decree.
As reported by The Gaze, in 2025, Ukraine will receive €35 billion in financial assistance from the European Union under the G7 ERA initiative and the Ukraine Facility programme.
