On Wednesday, July 23, Ukrainian Foreign Minister Andrii Sybiha welcomed his Israeli counterpart Gideon Sa’ar to Kyiv, marking Sa’ar’s first official bilateral visit to Ukraine as Israel’s foreign minister, The Gaze reports.

A key outcome of the meeting was the decision to launch a strategic dialogue between Ukraine and Israel on the Iranian threat, as both countries face growing security risks linked to Tehran’s regional ambitions and ties with Moscow.

“Iran and Russia pose an existential threat not only to our countries, but to global security,” Sybiha stated. “Iran continues to destabilize the region, developing its nuclear program and supplying weapons to terrorist groups.”

He emphasized that Moscow, Tehran, and Pyongyang have effectively formed an alliance of rogue regimes, which actively support each other and pose a collective threat to the free world.

On regional affairs, the ministers discussed efforts to promote peace in the Middle East. Sybiha reaffirmed Ukraine’s commitment to international law, protection of civilians, and pursuit of just solutions.

A symbolic highlight of the visit was the presentation of archival diplomatic documents from the era of the Ukrainian People’s Republic (UNR). \

Among the materials was an order from early 1918 authorizing the formation of the first Jewish infantry battalion in Odesa, which served under the Central Rada and helped maintain order during the UNR’s fight for independence.

“These documents show the deep diplomatic and interpersonal ties between Ukraine and Israel,” Sybiha noted.

He also announced that the grave of Rabbi Nachman of Breslov in Uman has been officially granted national heritage status, elevating its protection as a historic site.

“This is a sacred place honoring the founder of Breslov Hasidism. It now has the highest level of state protection as a site of national heritage,” Sybiha said.

The Ukrainian foreign minister expressed gratitude for Israel’s humanitarian assistance, especially for a project supporting water supply in Ukraine’s southern regions.

He also handed over a non-paper outlining Ukraine’s need for modular shelters to protect civilians from ongoing Russian attacks.

“There is a need everywhere for solutions that improve the safety of people under constant terror. Our countries are united by a shared history, culture, human connections, and experience of common struggle,” Sybiha said.

As The Gaze previously reported, Israel has announced a new humanitarian aid package for Ukraine focused on providing clean water to civilians in war-torn regions facing severe infrastructure collapse due to ongoing Russian attacks.
