Ukraine and US Update Agreements on Subsoil Use
Ukraine modernizes subsoil agreements to attract investment.

The Ministry of Economy, Environment and Agriculture of Ukraine has approved a new version of model agreements on the terms of subsoil use within the framework of US-Ukrainian agreements.
The ministry noted that the update of the documents allowed them to be adapted in accordance with the agreement signed between the governments of Ukraine and the United States of America on the creation of the US-Ukraine Investment Fund for Reconstruction, ratified by the law of Ukraine on 8 May 2025 and approved by the resolution of the Cabinet of Ministers on 5 November 2025.
In particular, the new version legally enshrines a clear list of obligations of subsoil users in accordance with the US-Ukrainian agreements.
Step by step, the ministry is ensuring clear and understandable rules and creating a favourable investment climate. After all, the stable operation of the sector and the effective development of Ukraine's mineral resources are key to strengthening our country's economy. We are not slowing down; on the contrary, we are making every effort to implement all our tasks and launch large-scale projects in energy, infrastructure, and the development of critical minerals," said Deputy Minister of Economy, Environment, and Agriculture Yevhen Perelygin.
