Ukraine Launches First State-Backed Infrastructure for AI Development

Ukraine is taking a major step toward strengthening its technological sovereignty with the launch of AI Factory, the country’s first government-led infrastructure initiative for artificial intelligence development.
The Gaze reports this, referring to an announcement made by Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.
“AI Factory marks Ukraine’s first large-scale move in establishing technical infrastructure for artificial intelligence,” Fedorov stated. “Soon, the most advanced hardware and software in the world will be available in Ukraine to power our state-run AI services.”
The new platform will serve as the foundation for all key government AI services developed under the WINWIN AI Center of Excellence at the Ministry of Digital Transformation.
Its first use case will be the AI assistant integrated into the Diia app. Future deployments will include an AI tutor in the Mriia educational platform, with longer-term applications envisioned in defense, science, and healthcare.
A critical advantage of the AI Factory, according to Fedorov, is that it will enable Ukraine to process state data locally, eliminating dependence on foreign infrastructure and significantly enhancing national cyber resilience.
The AI Factory will include high-performance computing clusters (GPU-based), server halls with liquid cooling systems, secure data storage facilities, integrated access to government registries, and tools for data cleaning, annotation, and transmission.
In addition to physical and digital infrastructure, the initiative will focus on workforce development by training specialists in AI development and deployment for public sector and defense applications.
As The Gaze reported earlier, Ukraine has officially launched its first online master’s program in artificial intelligence, supported by the Ministry of Digital Transformation and developed by online Neoversity.
