Ukrainian-German Joint Venture Starts First Drone Factory in Germany
Ukrainian and German drone manufacturers have announced the creation of a joint defense enterprise that will, for the first time, launch industrial-scale production of Ukrainian drones on European territory.

The Ukrainian company Frontline Robotics and the German firm Quantum Systems are establishing a joint venture, Quantum Frontline Industries, as part of the “Build with Ukraine” initiative.
The project envisages the launch in Germany of a fully automated production line for the mass manufacture of drones developed in Ukraine and proven in combat conditions. All systems produced will be supplied exclusively to the Armed Forces of Ukraine in quantities determined by the Ministry of Defense.
The newly created enterprise combines Ukrainian technological solutions with German expertise in scaling and production automation, setting a new model of cross-border cooperation in the defense sector.
Quantum Systems will be responsible for industrial infrastructure and manufacturing processes, while Frontline Robotics will provide licensed designs, personnel training, and full operational and technical support in line with NATO standards.
Project participants emphasize that the partnership will not only enable the Ukrainian military to be supplied with thousands of drones, but will also create new opportunities for the development of the European drone industry and employment for Ukrainians in Germany. Company leadership notes that the establishment of QFI is a response to wartime constraints, particularly the difficulty of locating safe production facilities within Ukraine itself.
“Ukrainians have revolutionized warfare with drones—now together we are revolutionizing industrial warfare. For Quantum Systems, this is a logical next step in our proven support for Ukraine. Together with Frontline Robotics, we will build on this experience and create the first foreign production facility of this scale in Europe for Ukraine,” said Quantum Systems co-CEO Sven Kruk.
Relocating part of the production to Germany allows output to be steadily increased without risks to personnel or infrastructure. Particular emphasis is placed on the project’s strategic importance for Ukraine’s defense capability, as scaling drone production is seen as a key factor in maintaining technological superiority on the battlefield.
The creation of QFI is based on a strategic partnership signed earlier this year and represents a step toward forming a European drone industry that combines advanced Ukrainian innovations with German engineering expertise.
Frontline Robotics is a Ukrainian defence technology company specializing in the development and production of battlefield-proven robotic systems for Ukraine’s defence forces. Operating for over two years, the company has fielded three active combat systems used by more than 60 military units.
Its drone portfolio includes LINZA, an EW-resistant multifunctional logistics UAV, and ZOOM, an EW-resistant reconnaissance drone. In addition, the company produces the BURIA remotely operated weapon station, designed for precise, stand-off engagement. All of these are codified within the NATO Codification System.
Quantum Systems is a German technology company headquartered in the municipality of Gilching, founded in 2015, specializing in the design, development, and production of small unmanned aerial vehicles (UAVs). Its product lineup includes Vector, a lightweight reconnaissance drone actively used by the Armed Forces of Ukraine, as well as Scorpion and Twister UAVs.
