EU’s 17th Sanctions Package May Target Rosatom, Russia Shadow Fleet and LNG

The upcoming 17th package of EU sanctions against Russia may target Rosatom, Russian liquefied natural gas (LNG) exports, and Moscow’s so-called shadow fleet, The Gaze reports, citing Ukrainian media.
Speaking ahead of the EU Foreign Affairs Council meeting in Luxembourg on 14 April, Lithuanian Foreign Minister Kęstutis Budrys said Vilnius would push for stricter measures in areas overlooked by previous sanctions.
“Putin is once again challenging everyone… And that is why it is time for Europe to move forward with the 17th package of sanctions. Lithuania is ready to contribute to it, with those sectors that were not included in the 16th package,” Budrys stated.
“This includes liquefied natural gas, Rosatom, an additional package on the shadow fleet and, of course, additional individual sanctions,” he added.
Budrys emphasized that these steps could help increase pressure on the Kremlin: “We can get more leverage on Putin to stop his war.”
He also called for clarity on Ukraine’s EU membership prospects, suggesting a realistic accession date: “I think 1 January 2030 is quite realistic and we can achieve it.”
The EU adopted its 16th sanctions package on 24 February 2025, marking three years since Russia’s full-scale invasion of Ukraine.
