Ukraine will complete its updated peace blueprint on Tuesday and immediately transmit it to the United States, President Volodymyr Zelenskyy announced following a series of intense diplomatic consultations in London and Brussels.

The Gaze reports this, referring to Reuters and The Washington Post.

Speaking to reporters, Zelenskyy said discussions with European leaders had helped refine the latest version of the plan brought by Defence Minister Rustem Umerov. 

“We had a very productive conversation in London. Our advisers stayed behind to continue work – this shows there is progress with every iteration, from the first plan to the one we discussed today,” he noted.

According to the president, Kyiv sees “movement toward a potential end to the war,” though the details of the U.S. proposal remain under revision. “I think the plan will be ready tomorrow. We will review it once more and send it to the United States,” he said.

Zelenskyy again stressed that Ukraine will not consider any arrangement requiring territorial concessions, rejecting Russian demands reportedly floated through the U.S. negotiating channel. He underscored that neither Ukrainian law, international norms, nor “moral right” allow Ukraine to surrender any part of its land.

European allies share these concerns. According to multiple reports, leaders from Germany, France, and the United Kingdom warned Zelenskyy in London that any agreement involving a withdrawal of Ukrainian forces from Donbas must be tied to firm, enforceable U.S. security guarantees – not vague political assurances.

Washington has not publicly released its peace proposal, but Western outlets revealed that the first draft consisted of 28 points and included provisions viewed in Kyiv as unacceptable. These reportedly involved “sacrificing” Donetsk and Luhansk regions to Russia and legally binding Ukraine to a neutral, non-NATO status.

Zelenskyy has also insisted that any U.S. guarantees must be approved by Congress, unlike the Budapest Memorandum, noting that Ukraine will no longer rely on “promises alone.”

Despite public tensions and criticism of Washington’s initial approach, Ukrainian officials speaking to U.S. media believe the proposal is “close to being acceptable,” though not finalized. Work on revisions continues jointly with European advisers.

Meanwhile, the president emphasized that although the U.S. “genuinely wants the war to end,” Ukraine must secure terms that prevent renewed aggression. “Everyone wants peace, but for us, the conditions matter. We cannot risk a repetition of this war – we do not trust Russia,” Zelenskyy said.

As The Gaze reported earlier, on December 8, Ukraine and European leaders meet in London to strengthen diplomatic ties and push forward peace talks with the US.
