Zelenskyy Unveils US–Ukraine Funds to Rebuild the Country After the War
President Volodymyr Zelenskyy announced plans by Ukraine and the United States to establish a number of joint funds for the country’s post-war recovery.

Answering journalists’ questions, the Zelenskyy stressed that Ukraine and the United States share a common vision of the architecture of post-war reconstruction.
In particular, the two sides plan to create the Ukraine Reconstruction Fund, a sovereign investment platform of Ukraine, the Ukraine Development Fund, the Ukraine Growth and Opportunities Fund, as well as a US-Ukraine Reconstruction Investment Fund. In addition, work is underway on the creation of a human capital fund and a fund to support the return of citizens.
The president noted that these initiatives will form part of a broader “Roadmap for Prosperity,” which will define the framework for post-war cooperation between Ukraine and the United States through 2040.
“These include the main aspects and directions of our national goals, such as life expectancy, the return of refugees, GDP per capita, and the creation of new jobs,” Zelenskyy emphasized.
According to him, Ukraine expects to attract between $700 and $800 billion for reconstruction, while there is also a strategy for larger amounts of funding, the details of which are not being disclosed at this stage.
Meanwhile, the Ukrainian president is set to have a meeting with US President Donald Trump on Sunday, December 28, to discuss a previously published 20-point peace plan.
It is known that, in addition to National Security and Defense Council Secretary Rustem Umerov, the Ukrainian negotiating team will include Economy Minister Oleksii Sobolev, Chief of the General Staff of the Armed Forces of Ukraine Andrii Hnatov, Adviser to the Office of the President Oleksandr Bevz, and First Deputy Foreign Minister Serhii Kyslytsia.
At the same time, Zelenskyy noted that international support, particularly from European partners and the United States, is crucial to achieving peace.
“In this war, we want peace, while Russia demonstrates a desire to continue the war. If the entire world, Europe, and America stand with us, together we will stop Putin, because all of us together will want the same thing — an end to the war, peace, a lasting peace that is safe for the whole world,” he said.
As The Gaze reported earlier, US President Donald Trump said that any security guarantees would require US approval, reflecting a key role of the American involvement in a future peace deal. In parallel, Ukrainian president confirmed that legally binding guarantees depend on both President Trump and the position of Congress.
