IT Coalition to Accelerate Tech Procurement and Boost Digitalization of Ukraine’s Defense

The IT Coalition, a multinational group supporting Ukraine’s defense digitalization, has agreed on new measures to speed up technology procurement for the Ukrainian Armed Forces (AFU) and expand funding for the country’s defense digital infrastructure.

The decision was made during the 11th meeting of the IT Coalition, held in Stockholm, with representatives from the Ukraine and partner nations.
Since its establishment in September 2023, the coalition has mobilized over €1.2 billion to strengthen Ukraine’s technological capabilities.
During the Stockholm meeting, Ukrainian defense officials briefed partners on the modernization of the army’s communication networks, the integration of the DELTA combat management system, and its growing role in ISTAR processes (Intelligence, Surveillance, Target Acquisition, and Reconnaissance).
They also showcased advances in digital command and control systems for coordinating unmanned operations.
Deputy Minister of Defense for Digital Development Oksana Ferchuk emphasized that Ukraine’s battlefield experience is shaping the future of military innovation:
“It is crucial that we increase funding for digital mprojects and streamline procurement to get these tools into the hands of our soldiers faster. We are grateful to our leading partners and to Sweden for their continued cooperation,” Ferchuk said.
Recent deliveries supported by the IT Coalition include tactical-level communication kits, as well as satellite and mobile communication systems provided by Estonia, Sweden, Denmark, and Finland. The Ministry of Defense also expressed special thanks to Germany for its substantial investment in radio communication systems and broader digital initiatives.
The IT Coalition, co-led by Estonia and Luxembourg, now includes Belgium, Denmark, Ireland, Iceland, Spain, Italy, Canada, Latvia, Lithuania, the Netherlands, Germany, the United Kingdom, Finland, Sweden, Japan, and Ukraine.
According to the Ukrainian Defense Ministry, the coalition serves as a targeted mechanism within the Ukraine Defense Contact Group (“Ramstein” format) to finance and coordinate technological projects for the AFU.
