UN General Assembly Adopts First Global Agreement Regulating AI
The UN General Assembly has adopted the Future Pact, which includes the Global Digital Compact regulating the use of artificial intelligence (AI). It is reported on the UN website.
The Global Digital Compact is the first global agreement on the international regulation of artificial intelligence (AI) and is based on the idea that technology should benefit everyone.
It sets out commitments to ensure that digital technologies promote sustainable development and protect human rights.
The agreement aims to bridge the digital divide and ensure the responsible and safe use of AI technologies. To this end, member governments have committed to form a global AI Science Panel and launch an international discussion on AI governance within the UN.
In addition, in the Global Digital Compact, the UN called on digital technology companies to develop solutions to counteract potential harms, including hate speech and discrimination, that may arise from content created by artificial intelligence.
The UN has also recognised the need for a balanced, inclusive and risk-based approach to AI governance, which includes full and equal representation of all countries, especially developing countries, as well as significant participation of all stakeholders.
Measures to counteract potential harms include:
- incorporating protection mechanisms into the training of artificial intelligence models;
- identification of materials created by artificial intelligence;
- certification of the authenticity of content and its origin;
- labelling, watermarking and other techniques.
